City has paid for about 60 percent of the job; city engineer says that equals what has been completed
The water and sanitary sewer project required for Wild Rose Casino will not meet the project deadline of June 15, city engineer John Milligan told the Jefferson city council Tuesday night. He declined to say how many days or weeks it might be until the project is completed.
“They just didn’t pay any attention to words of advice I’ve been giving them for quite some time,” Milligan said about Scharnweber Inc of Toledo, IA. “The rain just isn’t helping at all,” he added.
Milligan reported Scharnweber has hired two subcontractors. One is a boring company; the other specializes in sheeting, shoring, and de-watering. “Where they are right now, it’s difficult, but they will get it done. I assure you of that,” Milligan said. “It’s an interesting project.”
Milligan asked city clerk Diane Kennedy about the casino’s water use to date, saying that the sanitary line is filling with water and it’s unknown if its infiltration or actual water use. “We’re trying to stay on top of it,” Milligan said.
When council member Lisa Jaskey asked about a completion date, Milligan said only that June 15 is the contracted completion date. The contract includes $500 per day liquidated damages should the project not be finished on time.
Scharnweber had the low bid on the project at $697,789. The council on June 9 approved pay estimate #2 in the amount of $219,203.91. The council on May 12 approved pay estimate #1 to Scharnweber in the amount of $129,790.37. Milligan said the amount paid to date is commensurate to what has been completed as of May 29.
Included in the project is $100,000 in work on Gallup Road for a future industrial park being developed by Greene County Development Corporation. Of the total paid to date, $36,000 has been on the Gallup Road project.
Milligan said Wednesday morning that the portion of the project pertaining to Wild Rose/Cobblestone Inn is now about 60 percent complete. A new lift station is the largest part of the contract. Milligan said he is hopeful that will be done soon. There is also work on gravity lines to be done and site work at the lift station.
